The city of Valparaíso, Chile, holds the designation of UNESCO World Cultural Heritage Site. Among its heritage assets is a network of 15 funiculars, whose operation on inclined planes and early 20th-century technology make them unique both nationally and internationally. Originally, 10 of these funiculars were privately owned, while 5 belonged to the municipality. In the 21st century, the increasing availability of alternative transport modes has progressively reduced the preference for this rigid-route system, resulting in declining revenues and, consequently, a deterioration in maintenance and operational standards. As a result, private funiculars gradually ceased operations, with only 2 of the original 10 remaining functional. A similar situation affected the municipally owned funiculars, which, due to insufficient revenues, often fell into disrepair and were unable to operate. Aware of the cultural and historical significance of this unique transport system, the Chilean government acquired the privately owned funiculars. Currently, 10 funiculars are under the administration of the Valparaíso Regional Government, while the remaining 5 are managed by the municipality. Despite continuous repair efforts, achieving reliable and permanent operation has proven to be a significant challenge. This study proposes an integrated management model that involves all relevant stakeholders, including the active participation of funicular users, local government and social organizations. The proposal represents an innovative perspective by offering a comprehensive and coordinated solution to the problem, aiming to ensure the long-term sustainability of Valparaíso’s heritage funicular network while simultaneously providing an essential mobility service for the city’s hillside residents.
Lorena Herrera is a Civil Industrial Engineer from the Pontificia Universidad Católica de Valparaíso (PUCV), MSc and PhD in Transport Economics, both postgraduate degrees from the University of Leeds, England. She is a professor at the School of Architecture and Design of the PUCV and Director of the Program of Formulation and Social Evaluation of Projects at the university, a program that trains professionals from the public sector in Social Evaluation of Projects, among others. She also consults in the areas of public policy and investment, social evaluation and sustainable transport.
Diego Vásquez is a Civil Industrial Engineer and holds a Master’s degree in Industrial Engineering from the Pontificia Universidad Católica de Valparaíso (PUCV). He is a professor of the School of Biochemical Engineering, assistant professor of the Program of Formulation and Social Evaluation of Projects and professor of graduate programs at the same university. He has worked on several studies related to the formulation and social evaluation of investment initiatives in the context of the Chilean National Investment System, public investment planning and analysis of public-private initiatives.
