The local governments in Saudi Arabia is working on achieving the vision 2030 by conserving the historical city of Jeddah with their archeological buildings as sit has been recorded by the UNESCO as a national heritage. With consideration of establishing the tourism industry at the national and international scale as a new source of income to the Saudi national economy. This paper aims to examine the components of the Visual, functional, situational surveys. Graphic examination of the key physical elements and functional character of the historical district at the down town of the city of Jeddah the second largest city in the Kingdom of Saudi Arabia (after the capital Riyadh city) which is located at the western region of the country which were surrounded by a wall or fence with 7 gates in order to protect the city until their demolition in 1946. Visual survey is an urban design tool used to communicate the perceptions of the structure and organization of a city. This research is exploratory in nature which aims to explore the impact of the development controls on the visitors and citizens of Jeddah. The process of data collection includes primary and secondary data. It will use also a specially designed physical survey results and visual surveys of the historical district. The paper will first give a theoretical review of the subject. Second; it will discuss the urban context and the regulatory system. Third: the research will analyze the collected data the city and urban design components, problems and measure the satisfaction of the population. Fourth the research will give a discussion of the issue and implications of the development of tourism policies in this Historic district and finally the research gives results and conclusions.
