The Young Cultural Monitor Program (YCMP) is an action that provides for the training of young people aged 18 to 29 in the area of cultural production. Serving around 350 young people per edition, YCMP is a program carried out by the Municipal Department of Culture of the city of São Paulo in co-management with the NGO linked to education and culture: Associação Educacional Maria do Carmo. The program aims, through interaction between the community and cultural spaces, to stimulate, through cultural activities, socioeconomic insertion and develop professional training and experience, as well as facilitating the continuity of studies for low-income young people. In this work, we present the YCMP as a program to support professional experimentation and promote artistic and cultural experiences with a view to guaranteeing the rights to education and culture. We highlight the participation of the Superior School of Management and Public Accounts, an institution linked to the Court of Accounts of the Municipality of São Paulo. In the process of theoretical training for young people, the school has been providing training content linked to political science, public policy, government management, constitutional and administrative law, and related topics. Training with YCMP fulfills a double perspective: it provides content that strengthens critical thinking in young people in relation to cultural and public actions; and give young people access to social control bodies, strengthening citizenship and public action.

Researcher associated with NuSom, Sonology Research Center at USP and the Prismas Group, Models of Social Criticism.
Andre Galindo da Costa – He has a degree in Public Administration from the Universidade Estadual Paulista Júlio de Mesquita Filho, UNESP (2009), a degree in Administration from the Faculty of Technology of São José do Rio Preto, FATEC (2011), a specialization in Municipal Public Management from the Federal University of São Paulo, UNIFESP (2015), master’s degree in science from the social change and political participation program at the University of São Paulo, USP (2014) and doctorate in science from the Latin American integration program at the University of São Paulo, USP (2020). He is coordinator (2017 -2022) and is currently a professor of postgraduate courses at the Superior School of Management and Public Accounts of Sao Paulo.
