This study examines the impact of Quezon City’s pioneering eBus program on urban mobility, focusing on its environmental and social implications as a free transportation service for its citizens. The program’s innovative approach to sustainable transportation and social equity is assessed through a mixed-methods analysis of its effects on reducing carbon emissions, improving air quality, and enhancing passenger experience. Launched as part of the city government’s commitment to reduce greenhouse gas emissions by 30% by 2030, the eBus initiative operates along Route 1, connecting Quezon City Hall to Cubao with eight electric buses. These buses, equipped with modern amenities including wheelchair ramps, CCTV, and fire safety equipment, provide free rides to Quezon City residents, promoting accessibility and inclusivity. This study evaluates how the eBus program contributes to lowering carbon emissions by replacing conventional diesel buses with zero-emission electric vehicles, improving air quality, and reducing black carbon emissions. It also examines the program’s role in increasing mobility and accessibility for low-income residents, students, and senior citizens, thereby fostering social inclusion and economic opportunities. Additionally, the research explores passenger satisfaction factors such as comfort, safety, and accessibility, while identifying areas for improvement to encourage greater public transport use, which supports broader climate action goals. By linking environmental sustainability with enhanced community well-being, this study highlights the eBus program as a vital component of Quezon City’s broader agenda for urban mobility, social equity, and climate resilience. The findings aim to inform future transportation policies and programs, especially in developing cities, emphasizing the importance of integrating social equity and sustainability in urban planning to develop more inclusive and environmentally friendly transportation systems.
