AI-Driven Environmental, Health, and Safety Surveillance in Abu Dhabi Construction Sites

Abstract

Building and construction sites remain among the most hazardous workplaces worldwide, characterized by high rates of occupational incidents and significant environmental impacts. In Abu Dhabi, the construction sector is a key driver of economic growth and urban development, yet maintaining robust Health, Safety, and Environment (HSE) performance across thousands of active sites poses major challenges. Traditional manual inspections are resource-intensive, expose inspectors to risk, and often limit the accuracy and consistency of violation detection. This study explores the integration of artificial intelligence (AI) and computer vision technologies into HSE monitoring as a transformative approach to improving safety and environmental compliance. AI-enabled camera systems can automatically detect unsafe acts, such as missing personal protective equipment (PPE), unsafe work-at-height practices, waste burning, and fire hazards, providing real-time alerts for rapid intervention. A case study from Abu Dhabi City Municipality demonstrates how AI-powered monitoring can be deployed at municipal scale across multiple construction sites, supporting both worker safety and environmental protection. Preliminary findings show a marked improvement in detection accuracy, faster response times, and enhanced efficiency in compliance enforcement. The study concludes that AI-enabled visual analytics represent a critical advancement toward proactive risk management and sustainable construction. By leveraging these technologies, HSE department can strengthen regulatory oversight, improve safety outcomes, and promote environmentally responsible construction practices across the emirate.

Huda Alsalmi: With a remarkable career spanning more than 20 years, I have held a diverse range of roles in Environmental Health & Safety (EHS), Sustainable Development, GIS, Mapping, and Architectural Design. Throughout my journey, I have remained steadfast in my commitment to fostering healthier, safer, and more sustainable environments. As EHS Director at Abu Dhabi Municipality, I lead the development and enforcement of regulations that prioritize sustainability and HSE. I also oversee compliance monitoring and stakeholder collaboration, working to foster a culture of adherence to these regulations.
