In the scholarship on citizen participation in water governance, empirical studies identify multiple factors detrimental to citizen participation, from contextual factors to process management patterns. However, there is a lack of consideration within the literature on whether ‘citizens’ willingness to participate’ affects participation. Just as citizen participation, it is equally important to understand what amounts to citizens’ un/willingness to participate in water governance. This is because it further complicates one’s understanding of participation and shapes the state-citizen relationship. This paper investigates (a) the relationship between citizen participation i.e., whether citizens participate in water governance with citizens’ willingness to participate i.e., whether citizens are interested in participating; (b) to explain the factors responsible for un/willingness to participate. To examine this, a household survey was conducted in three cities of India-i.e., Jaipur, Madurai, and Visakhapatnam. A multi-stage stratified random sampling was adopted to select the sample within the limits of the municipal corporation area in the three cities. This paper’s results will help establish the importance of exploring the idea of ‘citizens’ un/willingness to participate’ in participation literature. This will also further help in problematizing the concept of participation and provide a fresh perspective to the decision-makers, practitioners, and academicians while developing various citizen participation initiatives.
SrilekhaAti is working as a Senior Research Fellow (SRF) with the Department of Humanities and Social Sciences (HSS), BITS Pilani, Hyderabad Campus, under a Department of Science and Technology (DST) funded project titled ” Structured Dialogue on Sustainable Urban Water Management”. Her Ph.D. research topic is Participation and Citizenship in Urban Water Governance. Srilekha has a Master’s degree in Public Policy and Governance from Azim Premji University, Bangalore. She has a keen interest in volunteering.
Suchismita Satpathy is an Associate Professor in the Department of Humanities and Social Science, at BITS Pilani, Hyderabad Campus. She is interested in sociological research in areas that include the political economy of urban space, urban governance, urban planning, and policies, smart city, right to city and citizenship, urban water management, gender issues in India, street vendors in Indian cities, urban segregation, urban architectural space, urban land use and, climatic resilience in coastal cities etc. She has experience in qualitative research. She has been a visiting faculty at the Centre for Public Policy and Governance at TISS Hyderabad RM campus during June 2016- April 2017. Apart from this, she was associated with the UGC e-pg pathshala Philosophy project, Department of Philosophy, University of Hyderabad. It produces online course material for the M.A. Philosophy students.
