Cities play a key role in meeting the global and European sustainability targets, particularly for climate adaptation and mitigation, where community participation emerges as a pillar. However, to achieve the desired effects, engagement needs to be carried out in a way that is meaningful, both for the public authorities and the citizens involved. In this context, the LOCALISED project, together with front-runner cities and pontential future users, co-created the Climate Action Strategiser. The tool allows local authorities to decide on strategic climate action plans with their stakeholders, pursuing a bottom-up approach with particular focus on vulnerable groups. It proposes tailored measure sets optimized regarding emission reduction, affordability, social equity, or climate risk reduction. They are calculated by the underlying scientific optimisation model based on national decarbonisation trajectories data, that have been downscaled to local administrative units, and on a comprehensive measures catalogue. The tool also includes suggestions for concrete and tested co-creation methodologies. This package can make different local futures negotiatiable.
Bernd Hezel researches, designs and realises communication formats and web applications for the Climate Media Factory that aim to accompany discourses on the future. He is particularly interested in local and regional transformation processes and how images of the future can motivate people to negotiate and create alternative futures. He contributed to award-winning theatre productions and wrote and directed many animated short films, several of which won international festivals. He received a doctorate from Heidelberg University for work on quantum theory.
