The history of the old town of Cēsis began in the Middle Ages, in the 13th century. It is one of the oldest cities in Latvia, where significant cultural and historical monuments of architecture, archeology and art have been preserved in the regional context. Professional protection management of cultural monuments in Latvia began only in the 20th century. At the beginning, when, taking experience from the examples of other European countries, the first concept of systematic protection, restoration and restoration activities was created. Under the guise of the politics and ideology of the Soviet Union, a strong movement for the preservation of cultural and historical values was born in Cēsis with an understanding of the values of that time. However, in the 21st century at the beginning, with the influx of large financial investments from the European Union, the preservation of the architecture of the old town of Cēsis was dominated by the builder’s choice of certain modern materials, deadlines for the completion of works and inadequately qualified labor force. At the moment, the old town of Cēsi is faced with difficult choices – the creation of a professional and strategic conservation and development concept, taking into account the interests and requirements of local communities, entrepreneurs, city management and the preservation of climate neutrality.
