The role of stakeholders in promoting sustainable socioeconomic and cultural development is determinant, particularly in small provinces where local organizations act as fundamental drivers of development. This study focuses on introducing, describing, and mapping the stakeholders involved in the socioeconomic and cultural sustainability of the province of Viterbo and their interactions with the foundation Carivit, a leading representative of the third sector in the province of Viterbo. It employs a mixed-method approach, drawing on data collected from the existing literature and the foundation’s financial documents, as well as insights from a questionnaire exploring the sociocultural sustainability of Viterbo. The results reveal a diverse range of actors involved in the provincial sociocultural and economic sustainability, categorizing them into primary (University of Tuscia, schools and high schools, Municipality of Viterbo, ASL Viterbo) and secondary stakeholders (Foundation Carivit, ACRI, Chamber of Commerce, local businesses, other associations) based on their level of influence and interest. The Power-Interest Matrix and SWOT analysis indicate that public institutions and universities wield the greatest power and interest in provincial development and entities like the Chamber of Commerce serve as intermediaries linking economic and social initiatives, while third-sector organizations remain highly influenced by local governments and public institutions. This analysis underscores the responsiveness of the foundation Carivit to stakeholder influence, revealing its crucial role as a strategic representative of the third sector. The presence of a more integrated and proactive stakeholder engagement strategy is vital to bolster the foundation’s impact and long-term sustainability in the province of Viterbo.

Eng. Nader Amir Fares is a PhD student in Engineering for Energy and Environment at the Department of Economics, Engineering Society, and Business Organization (DEIM) at the University of Tuscia, Italy. He holds an MSc in Sustainable Agroecosystems and Resilience (SARe) from the Mediterranean Agronomic Institute of Bari and the International Center for Advanced Agronomical Studies. He is also an Agri-food Industries and Management Engineer with a focus on sustainability assessment and agroecosystems.
Dr. Valentina Taverna earned her Bachelor’s in Communication, Technologies, and Digital Cultures (L-20) from the University of Tuscia in October 2020 and her Master’s in Digital Information (LM-91) with honors in July 2022. From April 2024 to February 2025, she was a research fellow at the University of Tuscia, focusing on coffee supply chain analysis using LCA, LCC, and S-LCA. She holds an ISIPM Base Certification (Sept 2024) and is the project manager for the Diocese of Civitavecchia-Tarquinia. Since October 2023, she has been a PhD student at the Pontifical Salesian University.
Dr. Emanuele Fulvi holds a bachelor’s degree in Economics and Business Management and a master’s degree in Economics (64/S), both from the University of Tuscia. He is also a licensed Chartered Accountant and Certified Public Auditor, qualifications earned at the same university. He currently serves as the General Secretary at Fondazione Carivit, overseeing administration, finance, accounting, and human resources at Cassa di Risparmio della Provincia di Viterbo.
Dr. Ilaria Baffo earned her degree in Management Engineering in 2005, a Master in Business Engineering in 2007, and a PhD in Economic-Management Engineering in 2009. She was a research fellow at ITIA CNR (2006-2011) and IAC CNR (2014-2016) and a research scholar at Arizona State University in 2010. She is a founding partner of Studio Baffo srl, an ISIPM-certified teacher, and a Project Manager (UNI 11648). Since 2019, she has been a member of the AIGEP Master Committee and responsible for public works procedures up to €5M.
